officer concerned before the Executive Council, but the
circumstances of Mr. Bullin's engagement and the fact that
I do not consider that he has wilfully neglected to carry
out his duties though he is not competent to perform them
in the manner required by the interests of the Colony,
would seem toentitle him to some further consideration.

The Executive Council whom I
have consulted in the matter recommended that as Mr. Bullin
who is 49 years of age and has a wife and daughter depend-
-ent on him would in the ordinary course of events be
entitled in six years' time to retire on a pension of
£68 16

.0 per annum he should forthwith be granted a
pension of 250 per annum and be provided with second class
passages for himself and his family to England.

In all the circumstances of the
case I consider that these terms afford an equitable
solution of a most unsatisfactory question and I have now
to ask Your Lordship's sanction in offering them to Mr.
Bullin.
